Interesting dilemma, actually - if you've calculated that there's a small chance of something Very Bad happening, but there's a huge margin of error in you calculations, do you tell anyone? I think telling people after is a very good idea, mind you - it hopefully gives people a better feel for risk assessment, so that they'll have a better idea how to react if an announcement like this is made in the future.
