Even if we restrict oursleves to explosives (rather than other hazardous chemical like e.r. household bleach?) looks like this will be end of Mining & Quarrying (and any teaching of the same) in the UK then..
Since you can make a fairly unpleasant chemical weapon (in a confined space at least) from mixing bathroom cleaners*, such restrictions would be fairly pointless.

The real threat to the life of the nation, in the sense of a people living in accordance with its traditional laws and political values, comes not from terrorism but from laws such as these. That is the true measure of what terrorism may achieve. It is for Parliament to decide whether to give the terrorists such a victory.
We made nitro-glycerin in A-level chemistry. You need to do evil things to it for about 5 hours before it becomes TNT, therefore the chemistry teacher knew we wouldn't be able to make anything explosive. Although he did make some minute quantities of explosives to keep us entertained. Not least ethanol+water to fire rubber bungs at the physics department!
I've heard enough stories of teenagers playing with home made explosive things - cos they can... And it doesn't just take raw chemistry, my girlf's electronics group were given a demonstration of what happens when you short out capacitors, both large and small... it is somewhat bangy.
I guess I'd better hand myself in cos I could probably remember how to make explosives *shock*. I did A-level and the first year at uni of chemistry.
